ctrl-T or ctrl-shift-N opens tab in wrong profile

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9000.82.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36
Platform: 9000.82.0 (Official Build) stable-channel stumpy

Steps to reproduce the problem:
SUMMARY
=======

If we are logged in as two different users, and the not-visible user has an open Chrome window, but the visible user has no open Chrome window, then hitting ctrl-T or ctrl-shift-N as the visible user opens a window or tab for the not-visible user.

DESCRIPTION
===========

Our machine is a Chromebox with a single screen.

Suppose we are logged in as machine owner A (aka profile A). And we are also logged in as a second user B (aka profile B).

We begin the experiment with all windows and apps closed in both profiles, so only the background is seen in both.

Experiment 1, with ctrl-T.

With profile A visible on the screen, we hit ctrl-T. As expected, a Chrome browser window appears.

We switch to profile B with ctrl-alt->. No windows are open in profile B. Now we hit ctrl-T. We expect to see a Chrome browser window, but nothing happens.

We switch back to profile A with ctrl-alt->. And we see that profile A now has two open tabs. So the ctrl-T that was hit when profile B was visible actually affected profile A instead.

Experiment 2, with ctrl-shift-N.

We repeat the entire experiment from the beginning. This time we hit ctrl-shift-N instead of ctrl-T.

The same surprising behavior occurs, except that in profile A we now we see two tabs in an incognito window, instead of two tabs in a normal window.

Experiment 3, with both ctrl-T and ctrl-shift-N.

We repeat the experiment as before with all windows closed.

In profile A we hit ctrl-T. As expected, a Chrome window appears.

We switch to profile B with ctrl-alt->. Now we hit ctrl-shift-N. We expect an incognito window but nothing happens.

We switch to profile A with ctrl-alt->. And we notice that profile A now has an normal window open and also an incognito window open.

If a window is already open in the current profile, then ctrl-T and ctrl-shift-N behave as expected.

If no window is open in either profile, then ctrl-T and ctrl-shift-N again behave as expected.

The misbehavior occurs only if the visible profile has no window open and the other not-visible profile has a window open.
