bookmarks panel, more bookmarks menu, RTL aligned instead auto aligned

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. change the browser language to rtl lang (hebrew, arabic)
2. open new tab
3. make sure you have more bookmarks than the bookmarks panel can show
3. click on the more bookmarks button, see that all the entries are right aligned instead text based aligned

What is the expected behavior?
text based bookmarks aligned

What went wrong?
all the bookmarks are right aligned even the ltr (english) entries
the ltr entries long text cut on the start because of it

Did this work before? No 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 24.0 r0

Tested the issue on chrome Stable #56.0.2924.87, Canary 58.0.3019.0 in Ubuntu 14.04 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M35 #35.0.1898.0, Making the status to Untriaged so that the issue would get addressed.

Note : Not able to reproduce the issue in MAC 10.12 and Win 10.0.
