Docking no longer works

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.18.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.32 Safari/537.36
Platform: 9202.18.0 (Official Build) beta-channel cave

Steps to reproduce the problem:
1. Open a browser window
2. Press Alt+[ twice

What is the expected behavior?
Browser window snaps to the left and then docks to the left.

What went wrong?
Browser windows snaps, but then moves out of position and doesn't dock, and expected and explained with previous: https://codereview.chromium.org/594383002

Did this work before? Yes 

Chrome version: 57.0.2987.32  Channel: beta
OS Version: 9202.18.0

I can verify this also. This is a feature I would like to see kept. I like having google keep and a hangout conversation or two docked at all times.
FWIW, it appears this can be re-enabled via flag (chrome://flags/#ash-enable-docked-windows). Should we expect this feature to be entirely removed in a future release, or will it just be held behind a flag from now on?

Current plan is to remove this. Usage is very small, users are very often confused by the current behavior, and the complexity it adds to window management code is a large tax on the team and source of bugs.
Sad to see it go, but the reasons given do make sense.
Sorry to have to pull the plug.

FWIW, We're trying to figure out if there are other ways we can solve the same needs in a less confusing, more discoverable, less buggy way.
To make it a slightly easier and more discoverable, how about adding a button into the window like the X for close the _ for minimise and so on. Another button here in a similar place would already make sense to anyone and all it needs is a graphic to depict what it is. Thoughts?

Really wish there was a way to do a quarter dock (1/4 screen) in Chrome OS quickly. Windows 10 handles this beautifully by dragging a window to the corner of the screen. I'm at a loss without this functionality and hope it comes back in some way :/
