[Feature Request] Double-Click Window Frame to Maximize Window Horizontally/Vertically

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1. Double-click window frame. (The expected behaviour can be experienced with other programs in the Cinnamon DE.) What is the expected behavior? The unmaximized window should either get horizontally, or vertically maximized (Respectively when we double-click the left/right or top/bottom window edge). Also, if the window has already been maximized and we double-click the window edge again, it should return to its previous form. What went wrong? The window does not change its form. Did this work before? No Chrome version: 56.0.2924.87 Channel: stable OS Version: Mint 18 Cinnamon Flash Version: Shockwave Flash 24.0 r0
