These are suppressed via annotation, but we should examine if this is expected behavior. Per comments on https://codereview.chromium.org/2668813002 we shouldn't expect to be able to reliably unload  and reload libraries.

This is particularly problematic in the CDM tests which use the ExternalClearKeyTestHelper, but may be an issue in production. => xhwang to investigate. +mark who implied there may be issues with library unloading on the above CL.
