font size of address bar suggestions should be increased when in "Touch" mode

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36
Steps to reproduce the problem:
I can provide some valuable feedback here as I've been using Chrome with Touch mode enabled on my daily driver, a Surface Pro 4 tablet, for the past 8 weeks ("
UI Layout for the browser's top chrome" in flags). Although suggestions are spaced out nicely when Touch mode is enabled, the suggestions themselves aren't vertically tall enough to tap accurately and quickly, you have to be quite precise and careful, it slows you down a bit. Suggestions in Chrome on an Android tablet are much easier to tap by comparison.
The good news is that there are 2 relatively simple solutions to choose from:
Solution A: when Touch mode is enabled, suggestions would be identical to Chrome on an Android tablet (showing the site title on top of its URL)
Solution B: when Touch mode is enabled, there is enough unused vertical space in the URL bar to increase the font size a bit (I have included a screenshot showing this. Note that this is not a dupe of 674585, this is about suggestions not being vertically tall enough for touch use)
