What steps will reproduce the problem?
1.Open crosh terminal(Ctrl+Alt+T) 
2.Type "update_over_cellular enable"
3.Perform AU to Chrome OS 9202.22.0


What is the expected result?
Should update the device with latest OS.

What happens instead?
Update is very slow and later some time failed with "HTTP response code:206"
