Can not highlight tabs without getting them focused!

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Neither from background nor browser_page works when calling one of these:
1) chrome.tabs.update(msg.tabId, { highlighted : true, active : false });
2) 
 chrome.tabs.highlight(
          {
            windowId: msg.windowId,
            tabs: [msg.index]
          },
          function() {}
        );
It always gets focus! WTF?!

2. The only thing I want to do is highlight the tab without focusing on it which will close the browser_page!
3. 
Infuriating rage fest starts when you realize you can't make the extension work in Chrome.

What is the expected behavior?
Tab or tabs (in the array) should get highlighted and browser_page should still be in focus.

What went wrong?
Chrome dev team fracked it up again. No matter what API you call the browser_page will lose focus and disappear.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

Please get your shit together, already!

FYI: I'm seeking a job that doesn't require relocation.

Yes, this API behavior is irritating.

The workaround is to specify the currently active tab as the first element in the array of tab indices to highlight:

	chrome.tabs.query({windowId: msg.windowId, active: true}, function(tabs) {
		chrome.tabs.highlight({
			windowId: msg.windowId,
			tabs: [tabs[0].id, msg.index],
		});
	});

I've reduced an extension.
Code this issue is about starts in popup_menu.js:64.

No matter what function I use the expected result isn't achieved.

Expected result:
When clicking a tab the popup menu should stay open and clicked tab should become highlighted / selected.

What actually happens:
When clicking a tab the popup menu closes and the clicked tab gets highlighted and active / focus.

Unable to reproduce the issue on windows 7 using chrome version 56.0.2924.87 with the below steps

1.Added the attached extension from comment #4 to chrome
2.Opened some tabs
3.Click on the tab and observed that the same tab selected in extension popup.

Please find the attached screen cast and confirm if anything missed here.
Please provide us the expected behaviour to triage the issue further.

You misunderstand.
I want to highlight / select the tabs without the extension popup list disappearing.
The unexpected behavior is the tab getting focus which makes popup list disappear. According to documentation you should be able to select tabs without them getting focus.

What I want the extension to be able to do:
Hold CTRL and select the tabs you wish to preform an action on for example rearrange tab order.

It's clear in the video you recorded that the extension popup list disappears when you click on an entry in the extension popup list. Which is unexpected.
