Accessibility label for Incognito tabs/Open Tabs/Other Devices is not accessible in Tab Switcher

Issue description


App Version: 57.0.2987.35
iOS Version: iOS 10.1
Device: iPad Pro
URL: Tab Switcher

Steps to reproduce:
  1. Turn on Voice Over
  2. Open app and tap on tab switcher icon
  3. Tap on the "Incognito Tabs" title if "Open tabs" is the one shown by default (or tap Open Tabs if incolgnito tabs or other devices were opened by default -  which ever one is not selected by default, try to tap on it)

Observed results:
"Open Tabs" is spoken instead of Incognito Tabs, and if you try to double tap Incognito Tabs anyway it won't work, it won't open Incognito Tabs.

Expected results:
Incognito Tabs label should be accessible/functional.

Bug reproducible after clean install:<Yes
Bug reproducible after clearing cache and cookies:Yes
Observed behavior in Chrome Mobile on Android: n/a
Check for similar behavior on Firefox/Safari: n/a
Bug reproducible on current stable build (App Version, iOS Version): Yes on M56

I'd like to make this RBS because it makes the tab switcher navigation between incognito tabs and normal tabs impossible in iPad when voice over is on. 

If it's too big a change for 57, then 58 is ok, but we should get this in asap since tab switcher is fully launched now.
After step#3 it reads "Open Tabs, Adjustable, (3sec delay) Swipe up or down with one finger to adjust the value" Swiping up/down then switching between Open and Incognito Tabs.
I have tried on iPad mini and iPad4 but not on iPad Pro.
I tried swiping up and down but didn't hear it read incognito tab. Also, only the first swipe up or down (sometimes) worked for me, but after that first swipe I wasn't able to get back to normal tabs from incognito tabs if I happened to haphazardly get the first swipe to work. Is this consistently working for you?
Yes, works consistently for me. I have to tap anywhere on Incognito Tabs, Open Tabs or Other Devices, it will select the entire row, then swipe with one-finger up/down.
But every time you want to switch, you need to tap (focus) again on that heading (Incognito,Open, Other Devices) and then swipe up/down.

Got it. Hrm, I'll take the RBS off then, but actually I think this could still be improved as even once you swipe you have to tap in order to "hear" what item you've landed on. It's not easy to navigate if you are vision impaired. 

Can we not just make each button tappable with it's label?
