Add UMA for update global error and resolution

Currently we don't have UMA tracking display of the "update" menu icon variant, or how often users click on this and then initiate an update from the menu. 

We'd like to be able to answer:
- does the update menu icon variant change frequency of opening the menu
- does the update menu icon variant change frequency of addressing update errors

This will inform future work on warning UX, eg Issue 648501.
