Investigate plumbing for playback flags from TileManager

PlaybackSettings on RasterSource is one of the hooks to plumb flags from TileManager to RasterSource for settings used when playing back the DisplayList. At the same time we also have some params plumbed from TileManager -> RasterTaskImpl -> RasterSource::Playback. May be its cleaner to consolidate all of this in one place, possibly PlaybackSettings?
