Copied  issue chromium:691018  from  issue chromedriver:1506 

I've copied  issue chromedriver:1506  to this (chromium) tracker, so that I can submit a merge request. Please refer to that bug for more context.

The fix (https://crrev.com/445000) has been in Canary channel for about 3 weeks now, and addresses flakiness for automated tests that dispatch keyboard and mouse events. Can we merge this into beta (57)?
