Title/Content strings don't appear on Get Help

Chrome Version       : 	57.0.2987.35
Platform             :  9202.22.0 - Winky

What steps will reproduce the problem?
(1)  Fresh install Chromebook and sign into a user.
(2)  check the title/content strings on Get Help page after automatically launching it 


What is the expected result?  What happens instead?
The strings don't appear. Pseudo strings appears on the page.

possible.
