Consider opportunities to reduce the number of Ash system menu row classes, refactoring into something more general. Examples include but are not limited to HoverHighlightView and TrayItemMore.

UnifiedSystemTray will replace existing SystemTray view code. The code will be removed in the end so we might not have to do this.
