Mustash: No expanded touch region for window resize

In classic ash you can resize windows by touching slightly outside the window bounds and dragging. This doesn't work in Mus+ash.

I am not sure how much of WindowTargeter functionality we support in Mus+ash? Would it make sense to turn this into a generic WindowTargeter issue? Do we need this for Q1?

For Q1 we are ignoring touch, so this isn't something we need addressed now. This is dup of a more general bug I filed though, closing against it.
