Incognito: Download page disabled in menu but available through context menu

1. Open an incognito tab
2. Do a random search

=> Observe that the download icon is disabled in the menu

4. Long press a link

=> Observe that `Download link` is an available option and allows to download the page.

Additional observations:
Download link there works on Stable but seems to do nothing in master builds

This might not be feasible at this time.  We don't know the mime type at the time you long press on the link, so we don't know if it's downloading a page or a video, etc..

Assigning to talo@ to figure out if we want to change our behavior here or have a better message to users.  We don't know the mime type until we start the download request.
