Enable PW flag for 100% of beta and alternate-channels on Android

Today PW flag is not 100% enabled on non-stable channel.  It has been many months since we made this decision and I don't think we are effectively tracking perf of PW relative to other channels.

With omnibox experiment launching, it doesn't make sense to have it dependant on the PW flag itself.

We should re-evaluate and really consider just going 100% everywhere (evolve the feature into a kill switch, not an experiment)
