Chrome Version: ToT

What steps will reproduce the problem?
(1) Download M58 test images and install M58 toolkit, reboot

What is the expected result?
Complete factory UI

What happens instead?
The factory UI on left-top corner and hang forever

This was first reported on b/34716457#comment18 . Ting and I confirmed that it's a problem on ToT test images, and I realized it's a common problem to be reproduced on most platforms.

When looking at logs, shill keeps restarting, and disabling the connection_manager from goofy plugin would get UI back.

I think this may be related to https://chromium-review.googlesource.com/#/c/432096/ ?

Setting with high priority since  this may block projects using ToT as factory branch.
