Step timing is incorrect when build has finished but step has not

Issue description

Last step shows as running for 6+ days, but total build time is only 47 minutes.

I've found another example where step timing seems incorrect: https://luci-milo.appspot.com/buildbot/tryserver.chromium.linux/linux_chromium_component_updater/146. In this build, step "Parse modified mapping with subdirs" took 35 secs (which should be super-fast as it's just copying file over and reading it) and step "gsutil upload updated mapping with subdirs" took 1 ms, which is very unlikely since the step is uploading a file to a remote server. I attach the screenshot with surprising times highlighted.
