Crash on navigation from bottom sheet when there is no open tab

Repro:

1. Cold start Chrome
2. Remove all tabs
3. Pull the toolbar up
4. Tap a suggestion

Expected: A new tab opens to load the suggestion
Actual: NullPointerException

Explanation:
To monitor tab visits initiated from the suggestions surface, we register a tab observer on the current tab. When there is none, we should wait for the  tab to be opened before registering it instead or crashing.

Status: WontFix (was: Started)
We won't be able to open the bottom sheet while there is no tab anymore. Obsolete/Not reproducible.
