Regression: Clicking on zoom icon flashes tip for resetting zoom level, but unable to use

Chrome Version: 58.0.3007.0 (Official Build) canary (64-bit)
OS: Win 10

1. Press Ctrl-Shift-+ or Ctrl-Shift-minus to adjust zoom
2. Click zoom icon in omnibox 
3. Tooltip showing zoom level and button to reset either does not show up, or flashes briefly before disappearing.

I have not done a bisect to see when this happened, but it's not a problem in stable.
