Regression : "सेटिंग्स" text appears chopped on md-settings page.

Issue description

Chrome Version : 58.0.3008.0 (Official Build) 7bca188f60e1398463fc64d9fdc7eab6bc13d0a0-refs/heads/master@{#449509} 32/64 bit
OS : Windows (7,8,10)

What steps will reproduce the problem?
1. Launch chrome, go to chrome://settings and click on 'Show Advanced settings'.
2. From 'Language' section, change the browser language to 'Hindi' and restart the browser.
3. Navigate to chrome://md-settings page and observe the "सेटिंग्स" text at top LHS of the page.

Actual : "सेटिंग्स" text appears chopped.
Expected : "सेटिंग्स" text should be seen properly.

This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info.
Good build : 58.0.2998.0
Bad build : 58.0.2999.0

Note : This is Windows specific issue and the same is not seen on Mac, Linux OS.

With response to comment #4,

Retested above issue in latest Canary #60.0.3111.0 build on Windows(7,8,10) OS and issue is still reproducible. "सेटिंग्स" text still appears chopped for 'Hindi' language.

This is not a localization bug. Can't confirm if its still relevant to current English UI

Just to update,
Retested this issue in latest Dev# 61.0.3153.0 & canary# 61.0.3154.0 build on Windows(7,8,10) OS and issue is still reproducible.

Note : For Win-7 OS, issue is only reproducible on machine having 1280 x 1024 screen resolution.
