Omnibox is visible on cold start before NTP is shown.

What steps will reproduce the problem?
(1) Close all tabs;
(2) Kill Chrome;
(3) Start Chrome;

What is the expected result?
NTP appears.

What happens instead?
Omnibox is visible before NTP.

See the video and frames from seconds 10 and 11.

Bernhard and Michael looked at omnibox and startup might have an idea about this.

IIRC a placeholder for the omnibox is displayed first to feel faster, and when later we realise what we are trying to load is a NTP, then we actually load the native page in the appropriate style.
