Regression:Unable to collapse after clicking on body tag of dev tools

Issue description

Chrome Version: 58.0.3008.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1) Launch chrome and open NTP
(2) open DEV tools and click on the arrow beside the body tag and observe.

Note:The blue focus should be stay on the body tag.

Expected: should be able to collapse the body tag after clicking on the body tag
Actual: Unable to collapse after clicking on the body tag.

This is a regression issue broken in M-58

Somehow I was unable to reproduce the issue on the latest canary(58.0.3008.0) on Mac OS 10.12.2 using the mouse and touchpad.

Issue is reproducible on 58.0.3008.0 of Linux Ubuntu 14.04,
