Regression: Omnibox contens,Wrench menu items,Context menu items are not readable through chromevox |

Issue descriptionChrome Version: 58.0.3007.0 dev OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1) Launch chrome and add above chromevox extension. (2) Place focus in omnibox/navigate through wrench menu/right click for context menu and use up/down arrows and hear for spoken feedback Expected: All components should be readable. Actual: Omnibox,wrench menu,context menu contents are not readable. This is a regression issue broken in M58. Good Build: 58.0.2992.0 dev Bad Build: 58.0.2993.0 dev

All ChromeVox bugs should be OS:Chrome by default. We can remove in the rare case where it's not.

Removing stable blocker. The ChromeVox extension updates independently of Chrome and we can fix this with a new push of the extension. No merge to Chrome will be needed. Also, ChromeVox is only officially supported on Chrome OS, the extension is more of a "nice to have" and shouldn't block. That said, we should fix the extension. Syncing with David on this.
