Issue descriptionSteps to reproduce the problem: if you have "Chrome Home" enabled in flags, frequently when scrolling down a webpage, a "card' is pulled up that says "Articles for you" or, if you have bookmarked anything "Recent bookmarks", and now as of the last update (I believe) it's showing the 4 top sites that appear on a new tab page. I've attached a screenshot showing what it looks like What is the expected behavior? What went wrong? see above Did this work before? it seems to think I'm dragging up or pulling up the address bar, when I'm actually just trying to scroll down a webpage

Right now this is the intended behavior -- swiping up from the bottom toolbar is supposed to bring up the sheet. We should probably try to be better about distinguishing intentional user actions from regular scrolling though. +Matt, Kingston if they have any ideas.

Distinguishing this action would be pretty difficult from both engineering and UX perspectives. Restricting what type of fling or swipe opens the sheet could lead to confusion from the user. If we do eventually need to do this, here are a few ideas off the top of my head: - We could check if the page is currently scrolling. In this case the toolbar should already be hidden making it impossible to expand the sheet anyway. - Check for large swipe vs. short fling and velocity.

Yikes, this is intentional? I think this sheet is a huge mistake, it's significantly hurting the user experience of having the URL bar at the bottom. This sheet belongs on the New Tab page, it shouldn't come up when you're trying to scroll down a site. Please reconsider this. I see no value in this behaviour, and when you consider the negative effect it's having in regular operation, this is a no bainer

Just thought I should give a bit of some follow up feedback on this as I've been using Chrome Home as my 'daily driver' for a few months now: Even though I've been more careful to avoid pulling up this card when I'm scrolling down webpages, it's still happening far too often and I think that's a pretty big problem. To be clear, I'm a fan of that card for new tabs and I think it's a great addition, but I just don't understand the value of having it come up when you 'pull' up the bottom chrome in Chrome Home, it just doesn't belong there and it honestly isn't useful or helpful at all. People shouldn't have to think about being careful while scrolling down pages to avoid pulling up this card, I can say after using this as my main phone browser for a while that it significantly harms the experience. I hope any "pulling up" of the bottom chrome in Chrome Home is ruled out because users should be able to scroll down without thinking about it or being careful

Please at least give us the option to turn this off. I'm being very careful to avoid pulling up the bottom bar but it just keeps happening. Obviously the intent behind this "pull up bar" functionality was to be helpful but it's actually really harmed the user experience and I also fear that it's going to make people hate having the URL bar at the bottom, when the actual issue is this "pull up bar" functionality
