What steps will reproduce the problem?
(1) ./cros_docker.sh pull / install / run
(2) create a new board ex: test
(3) enable umpire test
(4) check bundle

What is the expected result?
  There is a default bundle - empty

What happens instead?
  There is no any bundle

1. Please see error from the attached file - dome.log. There is a "operation time out"
2. docker version - Docker version 1.12.6, build 78d1802
   factory-server docker image - factory-server-20170208180141-6787da-docker-1.9.1.txz
3. This error is happened on my laptop but the same docker and image version can be ok in my workstation (see the empty bundle)
4. In this failed case, I can't even import new bundle successfully. The attached log contained this step.
