Smart Lock tooltip covers password box

Version: 57.0.2987.19 (Official Build) dev (64-bit)

See screenshot. If Smart Lock can't find your phone, it shows a tooltip that covers the user pod. This is likely due to the recent change to move the Smart Lock icon to the left side of the user pod (when we added the submit arrow).

cros: Moved smart lock tooltip to the left side of the pod.

Previously moved the smart lock icon from the right side of the pod to the left. The tooltip now covers the pod. Move the tooltip be on the left side of the smart lock icon to avoid covering the pod.
