Docs menus don't provide correct feedback with ChromeVox Next

- menu items say "foo menu item 1 of 1"
This is maybe a Docs issue (e.g. use pos in set to explicitly mark count); ChromeVox Classic had a heuristic to figure this out which I assume not all screen readers have (including Next).

All ChromeVox bugs should be OS:Chrome by default. We can remove in the rare case where it's not.
