Because it is not an interoperability issue at the moment, it is a feature in development and there is already an issue for this feature (not for its IDL state, but for the feature itself), it seems redundant to me.

I see. Hotlist-Interop is used by the interop team to track their issues. I'll leave it to them to decide how they want to track these.
