Update the link to Document#registerElement or remove the API

Currently in Document.idl, above registerElement there is a link to https://w3c.github.io/webcomponents/spec/custom/#extensions-to-document-interface-to-register, where there is no description to registerElement. If we want to standardize this API, we should update the spec. Or, we should just remove this API.

I believe those are remnants of the first iteration of custom elements. The intention is to remove this if and when the usage drops.
It is currently too high - https://www.chromestatus.com/metrics/feature/popularity#DocumentRegisterElement - at ~0.7% - but it is sort of dropping... Sort of...

I believe this is considered part of Custom Elements v0, is that right, hayato@?

Yes, that is a part of Custom Elements v0 APIs, which was removed from the spec.
Blink should remove this API at some point.
