Remove or standardize Document#caretRangeFromPoint

It is currently commented out as non-standard APIs in Document.idl

What should we do about this?

We should get rid of Document#caretRangeFromPoint() and introduce Document#caretPositionFromPoint()[1] which is in CSSOM View and Firefox implements this[2].
