Currently, we fail loading on error pages, such as NAME_NOT_RESOLVED and SSL, but just simply showing loading failed isn't very useful, especially on pages where the user can take action.

For example, if the user misspelled the URL, we will result in a NAME_NOT_RESOLVED error page and therefore fail loading.  However, it'd be great if the notification says something like "Loading failed: invalid url"
