mash: Cannot click on system tray on device

ToT Chrome r449336

Try to click on system tray -- menu doesn't open. There's no ripple effect either.

This only happens on device, so maybe it's a hidpi issue?

Ria, who would be a good owner for this?

Just confirmed that this is because the event is being sent to the wrong position. I'm trying to fix it in https://bugs.chromium.org/p/chromium/issues/detail?id=687700&desc=3.
