Regression : Weird black patch is observed in 'Elements' tab while opening devtools.

Chrome Version : 58.0.3007.0 (Official Build) 0e09de60e479fe2ee105fb731b403c729fce3ac1-refs/heads/master@{#449173} 32/64 bit
OS : Windows (7,8,10), Mac (10.11.6,10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings page.
2. Open devtools through right click context menu and immediately observe in Elements section of devtools. (Kindly refer an attached screen cast)

Actual : Weird black patch is seen in Elements tab while opening devtools.
Expected : Black patch should not appear in Elements tab while opening devtools.

This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info.
Good build : 58.0.2998.0
Bad build : 58.0.2999.0

DevTools: preload treeoutline triangles image

The "black patches" happen due to the treeoutline image being slow to load.
This patch adds a preloading for the image.
