Regression: Click on scrollbar region doesn't change scroll position when scrollbar is activated

Project Member Reported by sc00335...@techmahindra.com, Feb 9 2017

Issue description

Chrome Version: 58.0.3007.0 dev
OS: Ubuntu 14.04, Windows

Pre-condition: Enable "Overlay Scrollbars" flag from chrome://flags

What steps will reproduce the problem?
(1)Launch chrome and open any page that has scrollbar[Ex: Hit F1 for help page]
(2)Scroll with mouse wheel so that scrollbar is activated >> Now click on empty scrollbar region to change scroll position

Expected: Scrollbar position should change to place we selected.
Actual: Instead nothing happens on clicking on scroll region.

This is a regression issue broken in M56.

This is WAI as overlay scrollbars have no track. Additionally, overlay scrollbars aren't shipping to stable yet.
