What steps will reproduce the problem?
(1)Sign into User -> Download images(2-3)
(2)Now go to Downloads Folder -> Select all images -> Observe 'Delete' icon at top R.H.S 
(3)Now click on 'Delete' icon and observe no ripple effect is seen(Please refer video and screenshot)

Expected: Ripple effect should be seen for 'Delete' icon
Actual: Instead no Ripple effect is seen

This is Regression issue as same is working fine in 55.0.2883.103/8872.73.0 Stable-channel Daisy

Note: 
Issue is not seen in 56.0.2924.67/9000.66.0 Beta-channel Quawks
