Regression: [MD Settings] Unwanted extra gap is seen between two checkboxes on 'Clear browsing data' page.

Issue description

Chrome Version:58.0.3007.0 (Official Build)0e09de60e479fe2ee105fb731b403c729fce3ac1-refs/heads/master@{#449173} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6,10.12.1), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/clearBrowserData page.
2. Observe the gap between any two checkboxes (For Ex: Browsing history and download history).

Unwanted extra gap is seen between two consecutive checkboxes.
Gap should be proper between two consecutive checkboxes.

This is a regression issue,broken in M-58 series, below is manual regression range.

Good build: 58.0.3005.2
Bad build: 58.0.3006.0

You are probably looking for a change made after 448853 (known good), but no later than 448854 (first known bad).
