Regression: Ripple effect is not as expected while clicking on star icon in omnibox

Chrome Version: 58.0.3007.0 dev
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and click on star icon in omnibox and observe while clicking

Expected: Animation effect should be proper on clicking on it.
Actual: Instead weird flash is seen on clicking.

This is a regression issue broken in M58.

Good Build: 58.0.3006.0 
Bad Build: 58.0.3007.0 

NOTE: Issue is not seen in windows.

Using the per-revision bisect providing the bisect results,

You are probably looking for a change made after 449120 (known good), but no later than 449121 (first known bad).

Tested this issue on Ubuntu 14.04 with chrome #58.0.3015.0, didn't observe any weird flash while clicking on the star icon.
