MD settings: Storage: The size of other users is "Calculating..." forever.

What steps will reproduce the problem?
(1) Sign in with a regular account.
(2) Open storage manager.
(3) Check the size of "Other users"

What is the expected result?
It shows the size of other users' user directories.

What happens instead?
It shows "Calculating..." forever.

MD Settings: Storage: Use hidden attribute instead of dom-if binding to hide a row.

The size of other users is accessed via this.$.otherUsersSize.
This CL uses hidden attribute instead of dom-if to ensure the registration.
