Regression: Unwanted 'Close' icon is seen 'Filter' text box of dev tools without entering any keyword.

Issue description

Chrome Version: 58.0.3007.0 Revision 0e09de60e479fe2ee105fb731b403c729fce3ac1-refs/heads/master@{#449173} 
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to Console section.
(2) Observe Filter text box

Actual: Unwanted Close icon is seen Filter text box without entering any keyword.

Expected: Close icon should appear after entering keyword in Filter text box.

This is a regression issue, broken in 'M-58', will soon update the other info:

Good Build: 58.0.2306.0
Bad Build: 58.0.2307.0

Using the per-revision bisect providing the bisect results,

You are probably looking for a change made after 448902 (known good), but no later than 448903 (first known bad).
