What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'console' section and resize the devtools section by dragging it to RHS,observe 'Filter' text box

Actual: Close button 'X' goes out of 'Filter' text box after resizing devtools window
Expected: Close button 'X' should not go out of 'Filter' text box after resizing devtools window

This is a non-regression issue, seen from M-58 series as 'Close' button in 'Filter' text box appears from build # 58.0.3007.0
