Regression: Focus highlight doesn't stay on profile name while hovering on it

Issue description

Chrome Version: 58.0.3006.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1) Launch chrome and click on profile icon on top right >> Hover on profile name and observe 

Expected: Focus highlight should remain even on hovering on profile name.
Actual: Instead highlight fades and comeback while hovering on name.

This is a regression issue broken in M58.

Good Build: 58.0.3004.0 dev
Bad Build: 58.0.3005.2 dev

Able to reproduce this issue on Ubuntu 14.04 using chrome latest Dev M58-58.0.3005.2. This issue is not observed on Mac OS 10.12.
