Can't drag scroll thumb in cs.chromum.org with "Overlay Scrollbars"

Issue description

Chrome Version: 56.0.2924.87 (Official Build)
OS: Win 10

What steps will reproduce the problem?
(1) Enable "Overlay Scrollbases"
(2) Visit cs.chromium.org and enter "DEPS" or some file name to show file content with navigation bar.
e.g. https://cs.chromium.org/chromium/src/third_party/WebKit/Source/core/editing/DOMSelection.cpp?type=cs
(3) Try to drag scrollbar thumb

What is the expected result?
Grab scrollbar thumb and move thumb up or down

What happens instead?
Can't grab scrollbar thumb

Ah, it looks like the issue is that we didn't "fade out" the scrollbar even though the fade out timer expired (so it's invisible to hit testing). This is already fixed in dev channel so I'm marking this WontFix. (thanks for filing though)
