MovementX/Y attributes don't get set for mouse events on Android

Issue description

Currently, we do the bookkeeping of last X/Y and setting of the movementX/Y attributes in an Aura specific class. It might be better to move the logic to InputRouterImpl similar to  issue 678258  so that it works on all the platforms.

Is it really ONLY Aura-specific?  I.e. I can believe movementX/Y are broken on Android (since mouse is rare there), but surely they work on Mac, right?
