Mash: Support restarting chrome

Issue description

Support ability to restart chrome within the existing user session in Mustash without bringing down all of the other services.

We should do this, but it will be a big effort. For example, both sides of the ash/chrome communication cache data about the other side.

For now I intend to bring down all services if the browser crashes. I haven't done that yet because of the startup crashes. See  issue 678683 
Agreed - this is why I originally referenced  issue 678683  in the UserSessionManager fix https://codereview.chromium.org/2681663004/.

This isn't needed for the first release of multi-process mash, so I'm removing the MultiProcess tag.
