Steps to reproduce the problem:
1. Switch to Swedish keyboard layout
2. Open Dev Tools and go to JS console
3. Attempt to type "[" (Right Alt / Alt Gr + 8) or "]" (Right Alt / Alt Gr + 9)

What is the expected behavior?
Typing the character "[" or "]"

What went wrong?
It switches tab instead

Did this work before? Yes, Chrome 56 I think
