RTL tabstrip: dropping arrow is nuts

Project Member Reported by a...@chromium.org, Feb 8 2017

Issue description

Drop an item onto the tabstrip while in RTL mode. The location of the arrow is all over the place, and its behavior is too strange to describe for this bug.
