in tab view, tab titles that are too long should fade out instead of chopping off

Steps to reproduce the problem:
I noticed another area where text should fade out: long tab titles in the tab view. I've attached a screenshot

What is the expected behavior?

What went wrong?

tedchoc@: I assume that, as with the omnibox no longer using fade (http://crbug.com/677679), this is also because of theme-color? I checked jet.com and I see that the theme color is used in the tab switcher.

I don't actually know if it was removed for the same reason as the toolbar.  Assigning to some people that are more familiar with that UI than me.

57.0.2967.0 doesn't have this problem but my local builds with 58 do, so this is a fairly recent change. In the cases where the fade works, themed tabs also fade correctly.

For me, im 55 stable, it fades. In 57 beta, it doesn't
