Request to change from Dev to Stable channel ignored

Issue description

Chrome Version       : 57.0.2987.32
OS Version: 9202.18.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Browse to chrome:help
2. Change channel to Stable or Beta

What is the expected result?
The earlier channel begins downloading followed by a restart/powerwash

What happens instead of that?
Nothing at all. No evidence of a channel change.

Please provide any additional information below. Attach a screenshot if possible.

I'm able to switch channels :
From chrome 57.0.2987.32/ CrOS 9202.18.0 dev-channel falco to chrome 56.0.2924.87/ 9000.82.0 stable-channel.
From chrome 56.0.2924.87/9000.82.0-stable to 57.0.2987.32/9202.18-beta.
